Is the Dove Valley Coalition a formal Dove Valley Estates HOA committee or was it formed, and is directed, independently from the HOA?

No, we are independent of all HOA Boards although we have members who serve on the Boards of both DVE and DV Ranch.  We do, however, make reports to our Boards so they can keep up to date with what is going on.  We are also have a representative from St. Gabriel Catholic Church since they too share our love of the desert and quality of life.

How do members join (elected, nominated or just show up for meetings)?

Members have joined by e-mailing or calling me.  We initially started with DVE-only volunteers, and then we started fighting the city for a small neighborhood park so DV Ranch’s Park Committee members started getting involved beyond the park issue.  We are fortunate to have a wonderful group of people.  We have members who have great media contacts who help get us publicity for our issues.  One of our members is an attorney who performs pro-bono services for us.  We have stay-at-home parents, retired folks, folks with home offices – it runs the gamut.  We have tried to welcome everyone who has an interest in preserving the reason we all decided to make our homes in this wonderful area.

What linkages do you have with other interest groups:  other HOA's or special interest groups (like SOS, the 56 Street Coalition or others)

We try to keep up with what they are doing and, if asked, assist them.  We have written e-mails, made phone calls, etc. when asked.  However, we do not have any formal strategic alliance.   Our philosophy is to research as much as we can, find out who has the power and work within the system.  Our path is not just to oppose but also try to offer viable alternatives for consideration.  That worked really well for us on the power line issue since we had a couple of engineers who spent time with APS to show them where the least amount of disruption would occur and still be economically viable for them.

 What regularly scheduled forums does the committee monitor?

We monitor the Desert View Village planning committee, Phoenix Zoning, Phoenix Developmental Services Project Teams, Cave Creek Unified School District Board, the Cave Creek/Carefree council meetings (even though we “belong” to Phoenix, we try to stay on top of what’s going on with our special neighbors to the north), Scottsdale City Council (same reason), Phoenix City Council...  We keep up on web sites, read the papers, etc.  We physically show up when the situation warrants.  We have spent MANY hours at City Hall over the years and will probably do so even more in the future!

Does the committee speak on behalf of the Association's Board at these meetings?

It depends on the issue and the wishes of the HOA.  We have done so several times and have drafted letters for the HOA Board if they wish and recommend officials to whom the copies should go.

 How many people are active participants in the committee?

The number varies a lot – again, depending upon the issue.  Mike and Kathy Rich have tried to stay active all the time as has Beth Rosselle.  Clay Owsley is our point person from Dove Valley Ranch.  Beth also has a group of non-HOA people who are interested in all issues related to the desert preservation. We all learned early on that you have to keep your guard up.
