Zoning Changes Who do I contact? When you and your neighbors need to let the right people know how you feel about zoning issues, be sure you direct your concerns to the right governing body. Up here in far North Valley, some of us are in Phoenix, some in Cave Creek, others in Carefree and Scottsdale. Some of us even live in county islands! We may all share the Cave Creek 85331 zip code but that is just a postal designation - it does not necessarily represent the governing body empowered to make zoning changes.
